I’m Rose — founder of Rose Harvey & Co. I started this consultancy because I believe communities thrive when good ideas get the right support. Too often, change feels overcomplicated or top-down. My work is about making it practical, people-centred and grounded in real evidence.

I’ve worked with charities, councils, universities and government bodies, but the thread through it all is the same: listening well, asking the right questions and helping others bring their ideas to life.

What excites me most is seeing ideas turn into change that actually makes a difference — whether that’s giving a local organisation clarity, supporting a team to grow in confidence, or helping decision-makers act on what really matters to communities.

Meet the team

With over two decades of leadership across the NHS and voluntary sectors, Dr Mike Rose is a proven expert in creating meaningful partnerships that drive health and social well-being. Beginning his career as a physiotherapist, Mike’s journey has taken him from frontline care to senior management, including roles as a hospital manager, Director of a Foundation Trust, and area manager with the Healthcare Commission.

His deep understanding of health psychology—particularly in the management of low back pain—has been widely published, and he excels in blending both quantitative and qualitative research methods to inform innovative practice. Mike’s leadership goes beyond theory; he champions simple, effective solutions built on collaboration, trust, and community.Currently, Mike leads cross-sector partnerships in East Lancashire, where he’s breaking down barriers between statutory services and voluntary organisations. He’s spearheading Big Lottery-funded projects that share budgets, integrate leadership, and deliver groundbreaking services designed to enhance health and well-being at the community level.

An award-winning developer of nationally recognised services, Mike’s passion lies in building networks that empower people and organisations to work together for a common purpose. As a King’s Fund ‘Top Manager,’ trustee of two local charities, and a town councillor, his approach is rooted in simplicity, clear communication, and a focus on values-driven leadership.

Mike believes that partnerships are the key to sustainable change. By fostering connections, asking the right questions, and keeping people at the heart of every decision, he helps organisations and communities thrive.

A dedicated policy expert with a passion for transforming lives through collaboration, Rachael Walker has 18 years of experience in local government and holds a Master’s in Public Administration, where her research focused on local government welfare policy and the role of localism. She specialises in turning complex policy into practical, community-led, partnership-focussed solutions.

As the Policy and Research Director at Policy in Practice, a social policy software and analytics company, she helps councils, government bodies, housing providers, and community organisations understand the impact of policies, engage with those affected, and measure the success of interventions. The award-winning Better Off Calculator, which supports around 10,000 people daily, showcases her team’s commitment to using technology and data to drive real-world outcomes.

Rachael has a strong track record of tackling poverty, improving social equity, and addressing inequalities. In her consultancy work, she focuses on building partnerships that unite public, private, and voluntary sectors to create lasting change. Her approach is always centred on collaboration and compassion, whether she’s guiding organisations through transitions or developing cross-sector strategies.

In addition, Rachael serves on the Board of Trustees for The Co-operative Councils Innovation Network, where she champions innovation in public service delivery. She believes that by pooling resources and expertise, organisations can deliver meaningful, outcome-driven support to those most in need.

For over 12 years, Danny has worked with one of the ‘big four’ accountancy firms as both an auditor and a consultant—though we won’t hold that against him! His career has been dedicated to helping organisations in the public and third sectors improve their operations and finances. From Central and Local Government to the NHS, charities, and countless educational institutions, he’s supported organisations in developing smarter operating models, managing risks, and ensuring their services deliver a real, lasting impact on their communities.

As a Chartered Accountant, Danny is Rose Harvey & Co’s resident finance expert. But don’t let the finance background fool you—he takes a people-first approach in everything he does. Danny’s focus is on delivering practical, actionable strategies that don’t just look nice on a business plan, but truly work in the real world to help organisations thrive.

Carol-Ann is our invaluable behind-the-scenes business support specialist, focusing internally to ensure the smooth operation of Rose Harvey & Co Ltd. With a background in managing operations for socially impactful organisations, she notably played a key role at the Youth Sport Trust, implementing the Sky Sports Living for Sport program and positively impacting thousands of students. Her strengths in project management, customer service, and strategic planning mean our back office runs like well-oiled machine.
