Across Saudi Arabia, many rural communities face barriers to accessing quality education. The Ministry of Education wanted to change this by creating a national strategy to widen access and improve provision across the Kingdom’s vast geography.

For the strategy to succeed, it needed to be practical, inclusive, and built on strong change management princiaples — engaging everyone from senior politicians to local teachers.

Working with LEK Consulting and the Ministry’s policy team, we:

  • Collaborated to shape a clear, comprehensive strategy

  • Ran workshops to understand the proposed reforms and identify potential risks and challenges

  • Supported the drafting process, embedding robust programme governance and a change management framework to make delivery possible

The Ministry gained a strategy that was ambitious but grounded.

With strong governance and change management in place from the start, the programme is now equipped to overcome challenges and expand access to learners in rural communities.
